Islamabad: The Ministry of Commerce of Pakistan and Afghanistan have agreed to regularize the Temporary Acceptance Document (TAD) and regulate the movement of cargo vehicles carrying out bilateral trade between the two countries.
Applications for TAD for vehicles registered in Afghanistan are collected at the Embassy of Pakistan in Kabul and the Consulate of Pakistan, Kandahar between 1100 and 1200 hours daily.
Applications for TAD from vehicles registered in Pakistan will be collected from 1000-1100 hours at the Consulate General of Afghanistan, Quetta and Peshawar on all working days.
Both parties have made the forms available at embassies/consulates and on websites where they can be freely downloaded.
TAD will issue the application within five working days after receiving it.
TAD will be effective from the date of issue.
They will issue separate temporary entry documents for vehicles, drivers and cleaners.
The vehicle will only be charged for issuing TAD, but the TAD pass will be free for the driver and cleaner of the vehicle.
TAD is valid for one vehicle at a time and only for the carrier assigned to it; non-transferable to other operators.
The TAD entry fee is issued against USD 100 and is valid for 6 months and the Temporary Entry Document (TAD) mechanism is notified by SRO 702(I)/2024 by the Federal Revenue Agency.
The Directorate General of Transit Trade, Peshawar/Quetta is responsible for sharing the list of approved transport operators with the Consulate General of Afghanistan, Quetta and Peshawar; therefore, vehicle operators / vehicle owners registered in Pakistan are advised to apply to the Directorate General of Transit Trade Peshawar / Quetta for the registration of trucks operating under the TAD mechanism.
A help desk has also been installed to facilitate vehicle operators.
The first shipment of coal from Afghanistan left for Islamabad on June 3, 2024 and crossed to the Pakistani side at the Harlachi border terminal on June 2, 2024.

After June 15, 2024, no vehicle will be allowed to trade bilaterally between the two countries without a Temporary Entry Document (TAD).
