Islamabad: The Legislature has introduced a bill in the National Assembly (NA) against dual citizenship of civil servants, saying they are deviating from their responsibilities after fleeing abroad after retirement.
The amendment bill was presented to the NA Secretariat by Jamiat Ulema-e-Islam-Fazl (JUI-F) MP Noor Alam Khan on Thursday.
Saying that people with dual citizenship or foreign citizenship should not be given the right to be appointed as civil servants.
Documents obtained that MNA Noor has amended Section 5 of the Public Service Act, 1973, calling it the “Public Service (Amendment) Act, 2024”.
“Provided that civil servants with dual citizenship or other foreign citizenships can be appointed”.
Explaining the reasons for seeking change, he said, “Government officials must have a stake in their country in positions of power, privilege and trust.”
He also stated that the proposed amendment would “guarantee the loyalty of civil servants under Article 5 of the Constitution”.
The development came after MNA Noor sought a constitutional amendment to impose a complete ban on appointing dual citizen high court judges.
The Legislature on Tuesday also presented the Constitution (Amendment) Bill, 2024 to the NA Secretariat, which seeks to amend Articles 177, 193 and 208 of the Constitution and close all legal avenues to appoint judges who are foreign nationals. .
The draft bill has made it clear that a dual national will not be appointed as a Supreme Court (SC) or High Court (HC) judge.
He also tried to prevent the appointment of foreigners as court officials and servants.

Demanding the legislature to promulgate the proposed law, the JUI-F lawmaker said that there is a need to ensure the loyalty of judges under Article 5 of the Constitution and that the proposed amendment will achieve the goal.
