Mitchell Marsh will captain the September tour, which begins with three Twenty20 internationals against Scotland, before three Twenty20 internationals and five one-day internationals against England.
Test captain Cummins “will miss the entire UK tour in line with a pre-planned, long-term workload management strategy”, Cricket Australia said in naming the squad.
Destructive opening batsman Fraser-McGurk, 22, made his one-day international debut earlier this year and was a traveling reserve at the World Twenty20 but is now getting a chance after veteran Warner stepped down at the end of the tournament.
Explosive all-rounder Cooper Connolly, 20, is also set to make his T20 debut, but veteran wicketkeeper Matthew Wade has been left out.
