A consultative Kashmir conference convened by Jamaat e Islami Ajk/ Gilgit Baltistan was attended by political and religious leaders, APHC, scholars, and Kashmiri Leaders active on the diplomatic front. The following declaration was unanimously adopted:
The state of Jammu and Kashmir is an indivisible entity, whose division is unacceptable.
For the realisation of the Right to Self-Determination, the people of Jammu and Kashmir have every right to resist the Indian onslaught, politically, diplomatically, and militarily. This right is enshrined in the UN charter and international law.
We reiterate our resolve to strive for our rights in accordance with the relevant UN resolutions and shall never abandon our right to exist.
We reject India’s unilateral actions of August 5th 2019, which are a blatant violation of the spirit of the UN resolutions, India/Pakistan bilateral agreements and all international norms, and to say the least, it is the worst form of state terrorism which will not be tolerated by any courageous Kashmiri.
The conference condemns the incarceration of Kashmiri leaders, Muhammad Yaseen Malik, Shabbir Ahmed Shah, Masarat Alam Bhat, Abdul Hameed Fayaz, Asiya Andarabi, and her colleagues and thousands of Hurriyat activists under fake charges and expresses its anguish on the detention of Religious scholars like Mushtaq Ahmed Veeri, and Faheem Ramazan. The conference also condemns the banning of Falah e Aam Trust Schools, which imparted education to poor and orphan students.
Banning of parties like Jamat e Islami, Tehreek e Hurriyat Jammu Kashmir, Muslim League, Muslim Conference, People’s Democratic Front, National Front, and other components of APHC, is a clear manifestation of Indian hegemony.
We condemn the steps taken by Indian fasict regime against the Muslim and Kashmiri identity of the state and consider the demographic change and genocide a blatant, brazen and flagrant violation of International law.
We pay tribute to our leaders Syed Ali Geelani, Muhammad Ashraf Sehrai, Firdous Ahmed Shah, Sheikh Abdul Aziz, Mirwaiz Molvi Muhamamd Farooq, Muhammad Maqbool Bhat and others who inspired the masses by rendering sacrifices. We pledge that the struggle shall be taken to its logical conclusion.
We appeal to the UN, OIC and the international fora to take cognisance of the severity of the long standing unresolved Kashmir dispute, which is the root cause of tension in South Asia and can spark off a nuclear war in the region.
To stop India from its state terrorism against a people demanding their UN guaranteed right of self-determination, all possible means including doliplomatic and economic means need to be mobilized.
We appreciate the reports of UN Commissioner for Human Rights and the OIC Permanent Human Rights Commission and feel that the visit of a fact-finding mission is overdue.
The OIC should implement its decision taken in 90’s regarding Kashmir Relief Fund.
The Conference pays tributes to OIC for its Banjul (Gambia) declaration and final communique, yet it is mindful of the fact that only concrete diplomatic steps on the part of the international community can compel the occupying power, India, to listen to the voices of suffering masses.
The Kashmir struggle, security of Pakistan, and confidence of the institutions was jolted by the “so-called” doctrine. A national, unambiguous stance and narrative is the need of the hour. Hurriyat and Kashmir leadership need to be consulted to frame a comprehensive Kashmir policy.
Pakistan shall have to go beyond moral, political and diplomatic support. As a party to the dispute, it will have to come forward with practical and tangible support. Pakistan will also have to convince the world on the need of this policy shift.
An Islamic, democratic and self-sufficient Pakistan is a guarantor of the freedom of Kashmir. We call upon all national leaders and heads of institutions to shun their differences, bring an end to the disunity, and resolve their issues through dialogue to create an environment of solidarity and brotherhood.
To strengthen the movement, the state of Azad Jammu and Kashmir and Gilgit Baltistan need to be further empowered. In these regions, the system of justice needs to be established in the society, that would serve as a role model for Indian Occupied Jammu and Kashmir.
The Conference expresses condolences over the loss of four precious lives during the ongoing movement for public rights in Azad Kashmir and demands that the government of Azad Jammu and Kashmir establish a transparent and impartial judicial commission to conduct immediate investigations into this heinous act and punish the responsible persons according to the law, and provide handsome compensation to the heirs of the martyrs.
The existing system of merit and NTS that has been established, must be fully utilised.
Azad Government should facilitate Kashmiris to represent the cause on international level and appoint a plebiscite administrator to mobilise international opinion as stipulated in the AJK constitution.
Familes of martyrs of IOK and AJK be looked after, and the issues of mahajir families of 1990 continuing to take shelter in camps, should be settled on a priority basis.
Establishment of Kashmir Relief Fund be considered without delay.
We vow to honour the sacrifices of our Martyrs, and to achieve our right to self-determination, we shall leave no stone unturned and shall strive till victory.
Conference condemns Israeli aggression against Palestine and Gaza, expresses solidarity with the valiant people who lost 40,000 precious lives, mostly children and women, whose hospitals and educational institutions were destroyed and devastated.
Conference demands an immediate end to Isreali aggression and hopes that UN and OIC will help Gaza through diplomatic and economic means against Israel and shall also support their right to resistance.
Conference expresses its condolences to former Prime Minister and Hamas leader Ismael Hania whose family members and thousands of his colleagues were martyred in Israeli aggression. We pray for all of them.
